REGULATION REGARDING SCENTED CANDLES

What is the current legislation in force regarding scented candles? There are no EU regulations for the home fragrance industry, which includes scented candles. However, products must comply with labelling requirements and reporting obligations with regard to toxicovigilance.

First and foremost, there are three statutory declarations to be made beforehand:

1. The SDS (Safety Data Sheet)

This is the essential tool for chemical risk management. The REACH regulation requires you to provide an SDS if you use hazardous substances or formulations. It includes, for example, the identification of the substance, possible hazards (ecological, toxicological), information on the substances, first aid, etc. It is to be completed by the laboratory.

2. The UFI (Unique Formula Identifier)

From 2025, the UFI must appear on the label of all products containing hazardous formulations. This allows a quick response in case of emergency.

3. Déclaration-Synapse (for France only)

The Déclaration-Synapse is a common tool used by the French National Research and Safety Institute (INRS) and Poison Control and ToxicoVigilance Centre (CAPTV). This allows for the secure registration of products in a single location. The company responsible for putting the product on the market (the company mentioned on the label) must submit this declaration.
